Recently it was MXenergy that was being a pest.  In their case their representatives had badges and uniforms but did not have solicitation permits.  I don't know what the case is with Just Energy.

Here is Officer Kristin Runyon's response on MXenergy:

Since we have mentioned this numerous times at so many meetings, I can’t believe folks aren’t calling on them.  They do not have a permit to go “door to door”, so you can call for that reason, and if they are being aggressive, that is all the more reason to call.   If they do any of that other stuff (switching accounts without authorization, etc), of course there will be follow-up.  If RG&E cannot assist their clients with fixing this, the Attorney General’s office would be the place to go. I’m worried about the last comment too…..
