I e-mailed Kris Runyon, the southwest's principal Crime Prevention Officer, about it, and here's what she told me:

Plain clothes officers spotted a vehicle that had been stolen in a gun point robbery earlier that day. They called out on the radio with it and planned to just watch it until marked cars could arrive. However, as it usually goes, the car pulled off and the plain clothes officers followed it until the marked cars arrived. When the marked cars turned on their lights and tried to stop the car, it instead sped off. There are very few car chases our city allows, but a vehicle stolen at gun point qualifies. They chased the car very briefly- from Seward St to behind 929 S Plymouth where the two occupants fled on foot. They were both caught after a short foot chase by a combination of uniformed and plain clothes officers. At the time of the report I got, they were still interviewing the two occupants, so I do not know what they confessed to or were arrested for.

It occurred around 6:30 p.m. One victim is unknown and the other wasn't completely cooperative. What we have pieced together is that 2 males were walking west bound on the north side of Congress. As they crossed by Custer St, a male fired 5-7 shots at them. We had some conflicting stories from the victim and some witnesses, but I think that is pretty close to what happened. We think the suspect walked/ran south on Custer and then west on Spruce. I don't have much description. m/b, medium build with a puffy dark winter coat and maybe a skull cap or other tight fitting hat. Feel free to pass it on to those in your area.
