What is Receivership

• State law requires “persistently struggling or struggling schools” to make rapid achievement gains.
• If not met within 1-2 years, District is required to appoint a receiver approved by the State
• An appointed receiver will have a broad authority to set and manage school improvement plans
• Superintendent will acts as a receiver first
• Data for improvement targets will be released. (not yet determined)

10 schools currently in Receivership

Timeline:

By 2/18 the following must happen.

• communicate the school’s status; have done this via Robocalls, flyers, parent letter, community letter, social media
• Establish a CET; established 2/6
• Conduct a Public Hearing gathering feedback from the community; done 2/6

School Demographics

Serve 390 students Pre K-8

Disabilities:  27.9% (higher average than most schools)

Poverty:  94.2%

Ell (English Language Learners):  5.4%

Males: 52.6%

Females:  47.4%

African-American:  76.9%

Hispanic 16.4

White 4.6

Asian/other 2/1%

Student Achievement:

• 2.9% of Students Proficient in ELA in Grades 3-8 (2017-2018)
• 6.1% of students in Math Grades 3-8 (2017-2018)
• Huge gains in Science.
• Attendance 85.8% to 87.3%; need to focus on getting students to come to school
• Incidents/Suspensions:  64 total suspensions to date; 305 last school year; even if they doubled, they would come close to last year’s suspensions
• Team approach, restorative practices using CFY and Gandhi representatives assigned to #19
• Use of “Family Crews:”  Teachers meet with kids first part of the day to start conversations; proactive; builds trust

How do we make sure the things that work are happening on a systematic basis.

Instructional Model is CCTM (Collaborative Co-Teaching Model); all inclusive; small-group, differentiated instruction.  Includes restorative practices and community engagement.

Starting Points will be with last year’s data

ELA, Math & Science Indicators are used - need to get 67 points.

“Demonstrable” improvement required

Quarterly Report required to monitor progress.

Office of School Innovation works with schools in receivership.  Collect resources and information from principals to determine “what works” to turn a school around.

Receivership Public Meeting

Trend to date is showing a significant reduction in incidents and suspensions.  

Attendees broke up into groups to provide input/suggestions in 4 areas:

• Social-Emotional Development
• Collaborative Co-teaching model (CCTM) - Instruction
• Curriculum Development and Approach
• Family & Community Engagement

All feedback will be collected and reviewed by CET.
