Communications Committee Minutes
Meeting Date:  6/21/12

 

Attendance: John Boutet (Location 19-SW), Eleanor Coleman (SWAN),  John Lightfoot (COTS), Dawn Noto (SBA), Joan Roby-Davison (CDC)

Wi-Fi was the primary topic:

  • John B. talked to Rob Toscano last week; concerned that the proposal Frontier submitted did not reflect our original discussion (area and cost are different).  We need some clarifications.
  • Joan noted that we have no mechanism for ongoing cost; she does not support putting in for this when we don’t have a way to support ongoing operating costs.  We can apply to the State for the infrastructure, but, at this time, NO ONE wants to pay for the ongoing cost.
  • John L., in doing research, noted that, in other communities, if the provider changed hands, the project often fell through; we need to be aware of this.
  • MRC = Monthly Recurring Charge (someone has to pay that) Referring to last month's minutes.
  • Don’t think churches or RCSD would buy in (but Mayor had suggested we check with RCSD)
  • Does Monroe County have funding to support ongoing costs?  Environmental Services might be the department to look toward; County is always interested in streamlining their services. County needs nodes in community so that County workers can pull up information on the road.   If County is negotiating contracts with Frontier, might we request that Wi-Fi be part of the package.  Could this replace the cost of cell phones for which the County pays?  
  • Too late to go for the upcoming grant (July deadline)
  • County has established fiber optics infrastructure: Main, So. Plymouth, etc.  Environmental Services & County own the fiber optics – can they give us some strands?
  • Grant requests will require a bidding process.
  • What about MCC support for ongoing costs?
  • The Wi-Fi proposal from the May 3rd meeting was presented at the PLEX Riverfront Charrette requesting input.


FOLLOW-UP:

  • Reach out to realtors for support (market neighborhoods)
  • Reach out to Universities who offer online courses
  • What is scale up-cost as number of computers rise?
  • Need a better budget (capital costs vs operating costs)
  • Joan to talk with Pete Otero at MCC
  • Send out feedback requests to Charrette participants.
