Agenda:

  1. Welcome and Introductions
  2. Debrief on press conference – Rosemary
  3. Suspension Data and Story Report – Eamonn & Jim
    1. Main points
      1. Rochester students are suspended way too often, often for minor infractions.
      2. Students of color, students with disabilities, and students of color with disabilities are disproportionately suspended.
      3. The overuse of exclusionary discipline is costing precious time in the classroom.
      4. Rochester students are arrested for behavior that can be better handled by the schools.
    2. Recommendations
      1. Rochester City Public Schools must ensure that the community is involved in making decisions around school discipline and school climate.
      2. The Code of Conduct should be changed to eliminate suspensions for minor, non-violent, and vague offenses so that no student is unnecessarily caught in the school to prison pipeline.
      3. Administrators and teachers need support in providing meaningful alternatives like restorative justice that get to the root of the problem so that teachers can teach and student can learn.
      4. The schools and police should reform the Memorandum of Understanding to make sure that the role of the police is well-defined and that students are not being arrested for things that should be handled by the school.
      5. Data collection within RCSD needs to be improved. The District should collect more complete data around school discipline and arrest and make the data and analysis publicly available on annual basis.
      6. New York State law needs to be changed to eliminate zero-tolerance and support common sense school discipline around the state.
  4. Timeline
    1. When will the report be finished?
    2. When will we present it at a rally/press conference?
    3. After the report is released, what do we do next? Strategy for the next few months.
  5. Set date for next meeting.
