The Southwest Neighborhood Service Center (NSC) is located at 923 Genesee Street, Rochester, NY 14611, Reception Desk Phone (585) 428-7630.  Receptionist:  Under Administrator Charles Reaves the NSC provides a variety of City of Rochester services through a Quadrant Team to the seven neighborhoods of the SW Quadrant:  Cornhill , Plymouth Exchange (PLEX) , Neighborhoods United , 19th Ward  , SWAN , Changing of The Scenes (COTS) and now the Susan B. Anthony Neighborhood which has been switched from the NW to SW Quadrants.  

Crime Preventions Officers (CPO's) provide RPD services to the neighborhoods under Lt. Michael Cotsworth
