The proposed by-laws we reviewed and need to vote on May 16th are: SWCC.ByLaws.April 17, 2019 draft.pdf.
Suggestions from the 4/18 meeting were:
Special attention needed in the “Voting Members", Section 4.C. Input requested.
4.A.1. Neighborhood Associations (NA) – wording may be too weak as anybody could put together a NA. City is reviewing qualifications or guidelines to become a NA but there is much resistance to the City. In the past, boundaries identified coverage specific areas.
SW Common Council does not have to follow City’s defined and specified boundaries but rather those recognized by the SWCC.
NA’s should provide a one-page informational summary of who they are, their goals, information about their meetings and contact information.
NA’s should have constituents who live in the neighborhood.
In 6.C.Switch the numbers needed for Quorum for a meeting to five and Voting to seven.
