Housing Committee
Meeting Notes
November 2, 2011
FINAL
Meeting opened at ll:08 AM
Present: Margaret Austin-Lowry, John Boutet, Marian Boutet, Peter Evans, Heather Howard, Lee Krist, Toni Orlati, Ronida Richards, June Rose, Donna Sarnacki
Peter Evans distributed a draft of a form for reporting properties needing attention. Will address owners directly, using a soft, helpful approach, as a first step. Recommendations were made to modify the form.
Lee Kris distributed a letter from Heather Howard, a student at the University of Rochester (copy attached) expressing concern that students are being targeted as an undesirable class of renters. The committee reassured her that the targets are not students per se, but irresponsible property owners who make illegal renovations resulting in such conditions as third floor occupancy, paved-over lawns, too many unrelated people living in a given house. These landlords also tend to neglect the lawns and landscaping, and fail to clear the sidewalks in winter.
Margaret Austin-Lowry, a former Code Inspector, discussed time frames required for the City to respond to various classes of violations. Toni said that David Hawkes, NSC Director, would provide her with the appropriate sections of the City Code.
There is no CPO officially assigned to act as liaison to the University of Rochester. Ofc. Kristin Runyon recommends talking to Colleen McCarthy at UR.
