Kristin Runyon opened the meeting with introductions. 16 people signed in plus three officers.
Lieut. Ray Dearcop gave a Power Point presentation on crime statistics. I do not have a copy of the crime stat report, so I am unable to give you a summary. We will work on that for next month.
In summary, Sector Four has experienced low crime for the last 30 days.
There was a commercial robbery at the Mobil Mart on Brooks Avenue; and, at a store on Arnett Boulevard with two suspects and at the community center in Plymouth Avenue, with three suspects;
There was a street robbery in a parking lot near 799 W. Main St., the suspect was selling DVDs and took the victim's money. Another street robbery at 48 Gillette St., the victim was walking home from Rite Aid drugstore; there was a purse snatching by a suspect on a bike, the victim was walking on 89 Canal St.
There was a 33.3% drop in homicides, from 39 to 26 for the same time last year. A member requested that the Lieut. bring the rate per 100,000 of homicides so we could compare them to other similar sized cities in New York State.
Update on officers who were shot recently: Officers Daniel Brochu and Luca Martini. Both officers were shot the night of December 1st while responding to a home invasion at the Pierpont Apartments on Driving Park Avenue.
When they knocked on the door of apartment 33, a woman ran out of the apartment screaming. That's when 21-year-old Nixon Elian of Rochester opened fire on the officers. Brochu was shot in the leg -- the bullet shattered his shin bone. Martini was hit three times including once in his bulletproof vest.
Brochu has a rod in his leg and is home recovering; Martini was still in the hospital, and is covering well.
The suspect knew they were cops and being tried for attempted murder.

Note: Officer Luca Martini will be released from Strong Hospital on Wednesday December 30 around 10 a.m. Officer Daniel Brochu will accompany Officer Martini as they will both walk out of the hospital together. Brochu was released from the hospital on December 7th. )
Sex offenders: pictures were passed around and Ofc. Runyon gave brief background:
Shawn Walden, Sherwood Ave., victim with a 3 year old
George Arthur Douglas, Roxborough Street, raped women, threatens them with a knife
Timothy Blanding, 565 Chili Ave., victims were 3 and 8 years old
Ben Alston, Columbia Avenue, victim was 10 years old
John Calvin Gerald, Samuel McCree Way, Victor was 9 years old
Charles Edward Stearns, Columbia Avenue, victim was 8 years old
Jeffrey Alan, Madison Park, victim was 13 years old

Sex offenders are classified by risk level:
• Level one (low risk);
• Level two (medium risk); and
• Level three (high risk).
Level 1 offenders are required to register for a minimum of twenty years, and level 2 and 3 offenders for life (view details).
Police and law enforcement have access to information on all sex offenders (levels 1, 2 and 3). However, under the law, information on level 1 (low-risk) offenders is not available on the public website. Only level 2 and 3 offenders are listed on the public website.

ARSON: 227 Normandy St. was an arson; it has been left a mess since the fire and was reported to NSC administrator. The owner of the house and their insurance company is responsible for cleanup. Insurance companies delay payments during an arson investigation.
Holiday celebration: Ofc. Runyon brought three dozen beautifully decorated donuts for our meeting, in celebration of the holidays and our last meeting of the year 2009. Thank you Ofc. Runyon was very thoughtful.
