FRiends of Educational Excellence (FREE) Partnerships strives to recruit volunteers for city schools it has partnered with in Rochester NY.  It currently supports 12 schools in the RCSD.  FREE has partnered with the 19WCA to support the 3 most recent addition; Schools 16, 29 and 44.

The NYS ELA and math tests are given to 3rd to 8th graders.  Students are assigned a Performance Level based on the scores earned on the test.  There are four possible Performance Levels:  NYS Level 1(well below proficient), NYS Level 2 (below proficient), NYS Level 3 (proficient), NYS Level 4 (above proficient). 

In the chart below, FREE only use the 3rd to 6th grade data, then extrapolate for K to 2 using a simple ratio to get the "Estimate K-6 Level 2" column.  Free then sets it required volunteer count to provide at least 1hr/week of one-on-one time for each Level 2 student.Addressing the Level 2 students is a good first step, but obviously there is a much larger Level 1 student population that need even more help.
