One of the objectives of the "Great Schools for All" initiative is to have a school's poverty student rate below 40%.  One way to do it is through the Urban/Suburban program which strives to keep the poverty student level down by bringing them into suburban schools whose students are on the whole more affluent.

To determine the value to the City of the Genesee Community Charter School model I think the question to ask is "Where are the more affluent students in their school coming from?"  If they are distilling them out of the other City schools, then their success is at the expense of other City schools.
