Mayor Warren Invites
Citizen Input on the Update of the City’s Comprehensive Master Plan
(Monday, Oct. 31, 2016) – Mayor Lovely A. Warren invites the public to share
their ideas about the future of Rochester during a series of public meetings on
the preparation of an update to the City of Rochester’s Comprehensive Master
Plan, to be known as “Rochester 4.0 – Our Neighborhoods, Our Future.”
“Our city is growing and changing, and as we create a roadmap for moving
forward, it’s important for citizens to have a hand in shaping its future,”
Mayor Warren said. “Rochester’s future is as bright as its past, and our
citizens can help us create a strong plan that will lead to more jobs, safer
and more vibrant neighborhoods and better educational opportunities. I
encourage all of our residents to attend one of these meetings.”
The updated master plan will create a blueprint for the social and physical
development of the community and serve as a basis for future decisions on land
use regulation and development, future investment and the allocation of
resources.
Public meetings will have an “open house” format and are scheduled as follows:
• 5 to 7 p.m., Nov. 14, David F. Gantt R-Center, 700 North St. (Northeast)
• 5 to 7 p.m., Nov. 15, Maplewood Library, 1111 Dewey Ave. (Northwest)
• 11:30 to 1:30 p.m., Nov. 16, Tower 280 Lobby, 280 East Broad St. (Center
City)
• 5 to 7 p.m., Nov. 17, School #33/Ryan Center, 530 Webster Ave. (Southeast)
• 4:30 to 6:30 p.m., Nov. 22, Arnett Library, 310 Arnett Blvd. (Southwest)
The public is invited to attend any “open house” session, regardless of where
they live. Each meeting format will be identical, with several “stations”
available to the public to review and to provide comments at regarding the
future of the city. Members of the city’s project team will be on hand to
answer any questions.
The new plan updates the “Renaissance 2010” Plan that was adopted by City
Council in 1999. The update process will include:
• Using the existing plan format to build off of existing policies, goals,
objectives and strategies as well as other recently completed plans, studies
and reports.
• Updating the plan with current demographic and economic data and trends.
• Creating a flexible, strategic and implementable plan to help guide future
decision making.
• Incorporating relevant, innovative planning concepts, ideas and techniques.
• Creating a document that includes policy guidance and direction for future
land use decisions and zoning code updates.
• Creating a document that provides direction for future investments and
allocation of resources.
• Including benchmarks or “indicators of success” in the plan.
• Developing the plan using a strong public participation component.
• Utilizing the City’s consultant team from Bergmann Associates & Highland
Planning to assist in the plan’s development process, meeting facilitation and
other public outreach components.
