This is what many of us homeowners wake up to every morning on Elba St.  A few of us seniors are up around 6a picking up the messes in front of and on yards belonging to tenants.  Sure wish  these SW landlords would either better screen their tenants or the City Inspectors would better do their jobs! I have decided to turn my eyes away.  No pay, no benefits, NO work, NOT me!! ~~jussayin

Kinda thinking my "Trash for Cash Idea" may have some merit! I casually mentioned the idea to Don and Gwen Hanks  a couple weeks ago and we all thought it had some merit. It's hard to find a bottle or can laying around since they have a value. Seems that idea could work for trash a well. BTW, I take some credit for planting the idea in Bob Duffy's head for the clean sweep!

I see this up and down the street every Thursday after trash collection. What i don't understand is why the suburban trash collectors don't leave this kind of mess. Fortunately we have a couple of us at our end who go out and pick it all up. Otherwise it would just sit there.

Paul Holahan is the Commissioner of Environmental Services. I wonder if people who care about this issue could bring some attention to it by taking pictures of the offending properties,  and sending them to his attention. I also think that following trash collection trucks, and snapping pictures of what's left behind might make those workers pay attention.  I realize that is asking a lot, but as always, it will take extra effort by a few people to make a difference. Next time I go out walking, I will be sure to snap a few pics.

Is the problem at this site with garbage that is being dropped by the trash collectors, or is it a problem with the tenants failure to properly put garbage in totes or boxes?  We have a chronic problem with residents placing lose garbage on the curb, which is against regulations and almost always creates problems with strewn debris.  The DES crews simply can't pick up lose gargage-- it is the resident's responsibility to put garbage in the proper containers.

Or is the problem simply litter?  This is another chronic problem, and we need to push our Neighborhood Service Center (NSC) to enforce litter violations.  I am seeing an increasing amount of evidence that our (SW) NSC office is far more lax than the SE NSC office.

The problem is both, but at this end of Elba at least, the garbage is put out in totes for the most part. I have watched the trash collectors; they can be very careless, and often miss with the totes, tearing trash bags and spreading trash on the streets.

VOLUNTEER TRASH COLLECTORS-A couple on the North end, 2 in the middle, and 2 on the South end of Elba.  BUT we do not have pay or benefits like City employees either for the DAILY cleanup!

Those city employees who are getting paid to collect trash might be more careful if they thought they were being watched/photographed. That could make a difference for part of the problem, but it doesn't solve the bigger problem of people who just don't give a damn about being  good neighbors, or even what it means to be a contributing member of society. Putting in place some kind of "cash for trash" program could work!
