The Senate version of the extended MCA bill sponsored by Senators Robach and Funke passed unanimously (61-0) in that chamber. We still need to get an equivalent bill through the Assembly.

Our Board of Education joined Interim Superintendent Cimusz in sending our local legislators this letter: Link to RCSD Phase 2 MCA relief letter.
The gist of the letter is:
Assembly Bill 9758, which would enable cost-effective renovation of eight Rochester schools by granting them one-time relief from standard time limits on the maximum cost allowance (MCA) for State building aid.
Enactment of this bill will enable our community to complete Facilities Modernization Plan projects in one phase of construction—meaning the eight schools will be fully renovated more quickly, at lower cost, with less student disruption and greater project efficiency than is possible under standard MCA time limits. The bill provides these benefits to Rochester families at no increased cost to the State. Project funds have already been authorized, and the one-time relief in aid limits will be fully offset by a delay in future eligibility for building aid.
Without this relief we will be forced to renovate fewer of these schools, each project will carry higher costs and take years longer to complete. Moreover four currently displaced school communities—Children’s School No. 15, John Walton Spencer School No. 16, Abraham Lincoln School No. 22, and Monroe High School—will be stranded in “swing space” at least one year longer than currently scheduled, and likely for many years. Other school communities will be forced to relocate twice before their facilities can be fully renovated. These moves, even when they are well executed, are disruptive to the educational process and a barrier for families from productively engaging with their school community.

The GOOD NEWS on Thursday June 16th at 5:30pm is that the Assembly approved the MCA waiver 103 to 7 !
Now we need to get the Governor to sign the bill.

I called Assemblyman Gantt and actually his aide answered. I requested that Assemblyman Gantt please pass bill 9758. I also asked, "can he do that" and was told he needs help. I explained the other Assemblymen are on board so we need Gantt. The aide said we need the speaker of the assembly. So I called and sent e-mails to him also. Assemblyman Heastie 518-455-3791

Dear Assemblyman Gantt,
The city of Rochester is fighting poverty. Our schools are one of our important tools. We need to renovate some of our aging facilities to get our currently displaced children back in their communities. Assembly Bill 9758 is crucial to this progress.
The Senate version of this bill has passed 61-0 so I know the problem isn't partisan politics.
I know you want to help people in poverty.
So what is the problem?
