Store Compliance-Am I not understanding?

It was my understanding that the following list of conditions were in effect from the City Zoning Committee for the store at the corner of Magnolia & S. Plymouth.

list of conditions re. the corner grocery,
following last week's hearing:

Conditions:
1) Hours of operation area 7AM to 10PM.
2) The dumpster requires an enclosure.
3) No solid interior structures, equipment or shelving shall block the
windows.
4) The exterior building materials and lighting shall be more
appropriate for a storefront and are to be approved by the Director of
Planning and Zoning.
5) Only code compliant signs (max. 15 square feet) shall be installed.

However, shortly after the zoning sign was removed from the window, the shelves went up and it now looks like a bunker or warehouse window instead of a store. The windows were, however, sparkling clean and unobstructed before the zoning meeting. Is it me or the owner NOT understanding the conditions?? Please correct me if I am wrong. My eyesight now necessitates tri-focals, but these store windows do look obstructed to me (speaking specifically of the 'ATM' window). There is also a window to the right completely covered by sneakers.

Is that supposed to be a store???

It's not handicapped accessible - would that have been a requirement for a new/rehabbed building??

I'm also wondering about the neon signs..... there are a LOT of those cropping up in various places. I raised the question some time ago about whether they're allowed but don't recall whether the question was ever answered.

On renovation projects 20% of the cost of construction has to go towards removing architectural barriers.

IF there was a building permit applied for they would have had to demonstrate where that 20% was spent.

It appears to me the owner through up cheap windows and vinyl siding, no permit.

The problem on a lot of these storefront is that the property line is right at the front edge of the building. I ramp up to the door would have to be in the city sidewalk. To put the ramp inside the store would cost so much it blows the 20% rule.

YUP 1 diaper, 1 cigarette, and 1 whatever.....................Nothing ever changes. Wonder how long it will take the 'tagging' to appear on the white siding. Then there will be the 21 color cover-up. Meanwhile, while the attention is on S. Plymouth, who's trying to build a parking lot at the end of Flint St.

Notice the decorative (cheap) outside lighting! At least there are copper lights and canopy's on Genesee St. Instead of the proposed 'college town' we have 'clown town'.............
