This is what many of us homeowners wake up to every morning on Elba St. A few of us seniors are up around 6a picking up the messes in front of and on yards belonging to tenants. Sure wish these SW landlords would either better screen their tenants or the City Inspectors would better do their jobs! I have decided to turn my eyes away. No pay, no benefits, NO work, NOT me!! ~~jussayin

Do you know that"scavenging" is against the law? "No individual may remove material that has been placed between the sidewalk and the curb for collection by an owner or occupant of a premise. Such removal constitutes scavenging, and is prohibited."
I think there is a difference between"scavenging" and picking up litter. Also, never noticed anyone being cuffed for taking bottles/cans left on curb or any other items for use. I once stopped and picked up bar stools off curb. Oh Lordy..sure glad no one called the law.
Picking up litter is not scavenging. But I got my kitchen table plus a bunch of furniture for my dance studio on the side of the road. Glad no one caught me!! I consider that recycling.
I had a neighbor over in the south wedge whose yard looked like that ALL the time--plus they never mowed. I submitted a complaint, and the city cleaned it up and fined them. Twice. Eventually they started maintaining it better.

I can think of a property on Brooks that has been cited and fined so many times by the City, and it's still in total disrepair, and an eyesore. So that action does work for some..too often not.
generally if the property is occupied eventually it works.
I looked up the owner and sent him a letter. I will let you know if I hear anything.
23 Elba St, new tenants--the yard is full of junky old furniture ,appliances, trash, and tires. Their car is partly blocking my driveway, and now has a boot on it. They hang their laundry on the fence between our properties.I have called the city; nothing yet.

I tried to look up the owner, but it doesn't seem as though 23 Elba exists. Could it be 21 Elba??
