Throwing out this idea I've been mulling around.  Prompted by the discussion around problem properties.  I work at OACES (Office of Adult Career & Education Services) at 30 Hart St.  We offer technical training programs (carpentry, small machine repair, welding, building maintenance / property management, etc.) for students who are also working on TASC (formerly GED).  I met with Dave Hunt briefly and am arranging for him to have a tour of the programs we offer.  I would love to see students be able to earn incomes by maintaining their own properties.  I will continue to mull but would also like input.

Deb- I would be interested in both (common issues AND specific properties). In my experience, the City seems to have a great deal of difficulty in ongoing follow up of problem properties and it takes a lot of citizen advocacy to get things done.

Hi, Margy.  The spreadsheet turned out to be less than useful so we're not really using it.  Are you interested in a list of common issues, or more information on the properties we are following?

The meeting scheduled for Wednesday, February 5 at 11:00 am is cancelled.  We will resume meetings on Saturday, February 9 at 11:00 AM.  The schedule for 2013 will be as follows:

1st and 3rd Wednesdays at 11:00 am
2nd Saturday  at 11:00 am
4th Thursday at 7:00 pm

All meetings are held at the 19th Ward Community Association,
216 Thurston Road.

Concerning the October 17, 2012 minutes, there will no doubt be 'silence' from the higher powers of this community UNTIL there is a tragedy.  Always a reactive community as opposed to a proactive community! Nothing has changed!!!

I should have mentioned in my earlier post, the completed forms should be turned in at the NSC office at 923Genesee Street, Rochester, NY 14611. You can check with the Reception Desk Phone at (585) 428-7630 to see if it can be emailed in if you don't have time to hand deliver it.  David Hawkes' email is david.hawkes@cityofrochester.gov but be sure to check by phone first. They might want it emailed to another address.  Also, as Marian mentions in her post below, for this first go-around she is willing to fill out the form and submit it for you if you get her the information.

You may be aware that when a property is in serious tax arrears, the City sells many of the accounts to American Tax Funding Servicing (ATSF).  ATSF then attempts to collect the outstanding taxes.  If they cannot, they foreclose on the properties and sell them at auction.  Those properties that ATFS is offering for auction can be found on their web site Properties in New York.  Currently (September 13, 2012) there are no sales of Rochester properties scheduled.

The tax delinquency list is public information that has always been available via the Rochester Business Journal, and if I'm recalling correctly, City Newspaper.  This is the first year the City has made it available in electronic form on their web site.  You can access the list at City of Rochester Delinquent Liens Published August 29, 2012

This is also the first year they have reached out to neighborhood groups like the 19th Ward Community Association to solicit input regarding alternate disposition of delinquent tax liens.  

That is the purpose of the Neighborhood & Community Group Community Input form. This process makes it possible for neighborhood groups to make specific recommendations for disposal of the property rather than automatically sell a given lien.  In our case, we would often like to request a given property be held for future Request for Proposal (RFP) or that it be sold for owner-occupancy if it’s located in the middle of a mostly owner-occupied area.

Since this is a novel process for everyone, we have found ourselves with a tight schedule.  I have offered to coordinate putting the paperwork together for tomorrow’s deadline, so if you have time to review the lists and consider action for a particular property, please do so sooner rather than later.  Just reply by adding a comment with the property address and the action you would like to see taken.  I’ll fill out the forms and do whatever needs to be done to make sure they’re submitted to the City by tomorrow.
